Iphone 14 pro max no notification sound from only text messages

When my phone is locked it is not making a sound or vibrating for new messages, when its unlocked and I am using it I get a sound/vibration. Messages are received just fine and will show on the lock screen but I can not get a sound or vibration. This is only for text messages regardless of imessage or regular sms. I have gone through all settings, rebooted multiple times, and reset all settings. I chatted with apple support and they only suggested the basic troubleshooting that is already readily available online. I have an ipad and have turned that off to no avail. I do not have an apple watch. Im looking for suggestions/confirmation that the only thing left to do is reset/erase the phone and restore from backup?
