Then this is not possible, Apple Watch can only announce via supported headphones
On my SE first generation running watchOS 9.2 I have this setting Siri > Announce Notifications, then turn on Announce Notifications.
It States under that that you can only use it when you have paired supported headphones. Now I have AirPods Pro, and my watch knows that of course. Maybe you don't have supported headphones that the function is not showing? You can only use this function with AirPods or beats.
