Perhaps to try & restart into Safe mode, then after about 15-20 minutes;

restart to get your Mac out of Safe mode. This may help clear those files

and other routine maintenance, to begin again.

Depending on your hardware build Mac, processor version (M1/M2 or Intel)

makes a difference within instructions to enable or start Mac in Safe mode.

Some odd magic happens in Safe mode.

This action may allow re-set of instructions for iCloud terms/conditions.

Through no additional effort; it may remove the glitch from your macOS.

[Paths to determine if macOS starts into Safe mode, include using About

this Mac, to look into System Report; read Software section. ~If enabled,

Safe should appear. IF not, Normal would show instead. Start again if not.]

..rony-z..

While you may consider making a backup, re: 'Reinstall macOS'

(so your settings or apps may not be affected) ~ that may allow

you to side-step initial 'Terms and Conditions' screen. Depends

on the macOS version installed & currently runs, this could vary.

The above portal may have useful additional information;

a few links in, you're required to login, for further access.

"Need service or support? 'Start your request online' and we’ll find you a solution."

Perhaps to contact Apple support directly; if no hints or resolution has occurred.

sometimes does OK. For these issues, contact ^ Apple.]

Should your Mac use a latest version macOS, those details are best

to communicate; no matter what means you try to access Apple Inc.

Other ideas that come to mind, include using macOS Recovery, or start in Opt Key, then

choose some HDD drive with system on board; then see if you find a Recovery Partition,

of same name as your working macOS.

And if you are either lucky or have done this before and learned from errors; you may be

able to repair the system (unmounted) from Disk Utility, in that recovery partition. ~Or not.

These kinds of ideas are harder to translate into workable status mode; since once underway

my own ideas may self correct, on auto-pilot. And too, the Safe mode could help; if you got

the Mac to start up into that; and sought confirmation that it indeed has started in Safe boot.

I'm tasked with more outdoor labors, to include -12°F attempts to start a cold vehicle and then

if it starts; see if it knows the way across town to the post office, & check the box; then stop by

a grocery to get a few affordable items. And return hopefully without major incident. Bad roads

are the norm, here; terribly bad if they are the same as two days ago, when I last drove.

And there's a matter of icy layered heavy snows, packed on higher roofs. Harder to get there and

then to levitate the snows, down to correct landing paths; just tossing, makes much extra work!

Given my minimal iCloud usage, about 3GB total as backup for iPhone, is all there is.

..Some small bits are shared across an antique WiFi iPad; & my 2 newer 2012 Macs..
