Do I have to activate the cellular service if I have the GPS cellular option

If I get an Apple Watch SE with GPS+cellular do I have to activate the cellular option when I get it or can I keep it turned off and activate the cellular later?

You don't ever have to activate cellular on a cellular Apple Watch as long as you understand you need your paired iPhone to be with you for the watch to operate.
