Why do you need to wait until the end of the subscription to change the region?

My husband and I moved to a new country and want to download the local apps.

I have to wait for a year because a few subscriptions were formed for a year, or as was offered by the support, I can cancel agreements with these apps and lose the money that was paid. But my husband with Android doesn't have such problems, yes, he canceled the subscription, but he already changed the region without waiting for the end of the subscriptions. What's the difference? Why Apple has such legal rules, but android doesn't?
