Did you update your password in mac after the Ventura update?
It's likely that your current local user can't open the keychain because of the new password. Try opening Keychain Password with old password.
Also, just restart your machine and the system will prompt if it can't open your Keychain Password.
This also happened to me and solved it by just restarting.

I have the same problem. I updated to Ventura, and now I lost all my passwords in my touch ID. How can this be restored, there where 100's of them in the list :(
