I received a notification on phone to "Confirm Iphone Passcode' in order to keep using ICloud.
Is this legit? Say it protects access to data stored in ICloud.
I have not changed my passcode.

Where are you seeing the request for the passcode? There’s no harm in entering it, because it’s only useful on the physical phone. It cannot be used remotely. But that is an odd message that I’ve never seen before.
Agree , seems there are some one got your appid and password and attempt to login your account !
Since apple need verify the login activity if not normal, so please check it your password leaked.
BTW: Always use some special characters in your password, such as
#$%^&*@
to make it more difficult to crack!
Its strange as you said it's passcode warning on locked screen...but there is a "in order to keep using ICloud" at the end, so it's better to change all your password and passcode!

In your situation someone is having your icloud password and want access to your account. Please check and change your password.
It’s the passcode (code used to open phone).
I received a ‘notification’ on Lock Screen and it appears in settings.
If it appears in Settings then it is OK.
