iphone 13 won't vibrate or show notifications on lock screen

Have a new iphone 13 that is running ios 16.2. It won't vibrate on silent or show notifications when phone is on the lock screen. I have "vibrate" allowed in accessibility / touch. I have "play haptics in silent mode" active in sounds / haptics. I have vibration set to "rapid" for texts. I have messages set to always show notifications in the notifications section. I have reset my settings and started over. I have downloaded the latest ios 16.2. I'm at a loss for what else I could be doing. I've only had the phone a few days...about to take it back. My husband got an iphone 13 at the same time and his works fine. Some Google research suggests that the cause is because it's paired to my apple watch. However, my Iphone XR was paired to my apple watch and there no issues.
