An iPhone 7 owner who is running iOS 10.0 – 12.* now, and went to upgrade, would be offered the latest release of iOS 15.

You have been answered. You can NOT update your iPad any further. You can NOT run the app you're attempting to download. You need a newer device. Yours is obsolete.

Your iPad is obsolete. It is not compatible with anything later than iOS 12.

The solution is that if an app requires iOS 13.4 or later, and your phone can’t run a recent enough version of iOS to satisfy the app’s requirements, you don’t get to run that app on that phone.

That is a choice made by the application provider. You will have to convince them to support older iOS versions, or you will have to get a phone that supports later versions of iOS.

Buy a new phone.....iPhone 11 or higher model.

Buy the company who makes the application and then you can tell them what versions of iOS you expect them to support. Buying a newer iPhone, which supports the iOS version you need to run the application seems a far less and complex thing to do.

Are you using IOS 8-10? That could be why you can’t get the app.
