I’m sorry but Apple does not do that. You would have to sell your iPhone 7 on your own then find somewhere to purchase an iPhone 11. Apple no longer sells the iPhone 11 in the online store.

Apple will not give you a free phone for any reason. As Carol B. said, you can sell your old device for money to use towards a newer device.
