Yes. Face ID (as well as Touch ID on devices that use that) is not required on any Apple device.

Why is Face ID missing on my new iPad Air? I have just purchased a new IPAD but I am keeping the old. The newone does not allow FaceID, and on the old it does not allow touch ID.
