Apple add takes over the entire screen instead of docking at the bottom in iPhone 11

Is anyone else getting this ad popping up (see attachment). It takes over the entire screen instead of docking at the bottom in the advert strip. It is an Apple advert.

I’m seeing this on my iPhone 11 running iOS 16.2
