Automations that ran when iPhone was locked (in iOS 15.7) no longer run when locked in iOS 16

I have 2 very important automations that worked great in iOS 15.7 and are now totally useless in iOS 16:

One is essentially a wake-up alarm (which plays a song) that runs every weekday morning at 8am and only goes off if there is an event with "meeting" in the title or a zoom link in the location on one of 3 calendars (organization, departmental, and my work calendars) happening before 11am. The other is to play a song if I receive an email from my basement smart water sensor that reports when it detects water in the basement.

I installed the iOS 16 update about a month ago now, and it turns out I've just been lucky when it comes to the alarm automations in the past month. The water sensor hasn't gone off and I've been woken up before my meeting alarms by my wife (she has an irregular schedule and gets up before me half the time), but this morning when I woke up, around 7:45, I remembered my Monday meeting and looked at my phone and I saw a worrisome notification that said:

"Automations will run once your iPhone is unlocked."

This is obviously problematic for alarm-type automations where you want the phone to alert you whether it's locked or not, so I didn't unlock my phone so I could test to see if my previously dependable alarm automation would go off in iOS 16 without unlocking the phone. It did not. Not only that, but when I unlocked the phone at 8:05, it didn't run then either!

I've been using my meeting alarm automation for quite some time now, perhaps years. It has saved me so much and been so dependable that I had disabled my alarms in the clock app so I wouldn't be harshly woken up on days I didn't have morning meetings to attend.

So do I need to downgrade to iOS 15.7 to get my automations to work again or is there some sort of way to make it work the same in iOS 16?
