"If you can't reach the update server or can't verify the update
Try updating your device again using the same network. If you still see one of these messages, try updating your device using another network or update your device with your computer:
If the issue happens again after trying to update with multiple networks, remove the update."
We also noticed that there is currently a "No Service" alert in your status bar that may be related. For that reason, we'd also recommend checking out If you see No Service, Searching, or SOS on your iPhone or iPad if you usually have service in this location.

VPN frequently creates more problems than it solves. But one important fact is that when you install VPN it configures itself to the specific hardware, iOS version and network that the phone uses. If any of those change it can break the VPN. So any time you change any of these you may need to delete the VPN app and profile, restart your phone then add them back (if you still want to use VPN) so it can configure itself to the new environment.
Mahalo Lawrence. I was able to get around this issue by using iTunes and installing the update via iTunes, backed the phone and updated it without issues to 16.3

The problem is the “no service” message. You need to connect to your cellular network to activate the phone.
Do you have VPN installed on your phone (whether you are currently using it or not)?
I have the same issue, have deleted the 16.2 update several times, enabled the cellular network and I get the same message. I'm sure that I have internet service because I can reach other sites using Safari and Chrome.
I've also reset the network connections at no avail. I also turned off the Wi-Fi connection and tried again but the update wont verify and update....
I've plenty of available space on the phone 80 Gigs as well so it is not a storage problem.
Help please.

I do, use Forticlient...Did not have issues with any of the prior updates, is there an issue with this update and VPN Clients??
