It sounds like you are trying to reset your password but do not have a working trusted device. I am presuming you cannot currently log into your account in order to be able to add more trusted devices or telephone numbers to get a code.
If you had set up an Account Recovery Contact ( https://support.apple.com/HT212513 ) you can get a code that way.
