Scratch under back glass
I got new iPhone 13 with pre scratch back body under glass can it be replaced, I brought it via flipkart open box delivery

That would be between you and Flipkart. Speak to them about the issue. When you say "open box delivery" was it a returned iPhone you got a discount on? If it was, they likely won't be willing to do anything about a cosmetic issue.
