No, iTunes is not backed up to the cloud unless you have an ongoing subscription to either the Apple Music or iTunes Match service. See Recover your iTunes library from your iPod or iOS device - Apple Community for options. It may be possible to pull the hard drive out of your old MacBook and hook it up to USB with a suitable adaptor.
