Safari screen flickering in fullscreen (MBP 13" 2018, Intel Iris Plus 655, macOS Ventura)

Hi! So I've seen a lot of questions regarding this issue, but I still don't understand why exactly it is happening and is there any permanent fix or anything to be done to have one.

It happens at random, but only in fullscreen video and only in Safari. Playing same videos with same resolution in Chrome works just fine. As some people suggested, changing cursor size under accessibility settings to any larger size and back fixes the issue, but after a while it comes back again.

I also doubt that this is a hardware-related issue, since (a) I've tried resetting SMC and it didn't help, and (b) everything else (meaning Chrome and few games that rely heavily on GPU acceleration) work just fine and there are no flickering in any way, shape or form.

So, my question is, could that be permanently solved? I've recently completely switched to Apple ecosystem (iPhone, MB, AirPods, you name it) and this is the only irritating thing, but it is annoying as **** and very distracting.

I work as a software engineer (not with Macs, sorry :) ) for my job, so I'll try to provide as much help and assistance as I could to hunt down the reason why that's happening, because [it's annoying, did I mentioned that?] I'd like to use Safari and I very much don't like to use Chrome.

So far I've tried:

1. Resetting SMC (failed);
2. Clearing everything from Safari (cache and cookies) (failed);
3. Running on battery (failed - same flickering);
4. Turning off and back on - NightShift, TrueTone, automatic brightness (all failed);
5. Changing cursor size to bigger one and back to normal (partially failed - effect persists until reboot or sleep);
6. Switching to Chrome (failed - that's still horrible);

Would appreciate any assistance.

EDIT: It's also worth noting that it only affects HTML5 video when control overlay is NOT on the screen (meaning the thing with play\pause and slider at the bottom is not visible). If you keep it by constantly moving cursor around, for example, there is also no flickering.
