To confirm, you have already transferred your data to your new iPhone? If so, let's turn off iCloud backup in  Settings > [your name], and tap iCloud > iCloud Backup, restart your device, and turn iCloud backup back on (if you wish to continue backing up this older iPhone). This may resolve unexpected issues.

Assuming you’ve already moved, that can allow you to move again, if for some reason you need to start over. You can also choose to either erase the old iPhone (for sale or giving or trade-in), or can suppress the message and continue to use it. Or ignore that display in Settings, as I’ve been doing with an older device. (The message shows up independent of iCloud backups, AFAIK; I don’t use those, and back up locally.)
