Already has an Apple Cash account

I’m trying to enable Apple Cash on my 16 year olds phone. When I try to do it I get this error message saying he already has an Apple Cash account. When he tries to set up the Apple Cash account on his phone it says he isn’t old enough. How do I get this corrected?

Although Apple Pay can be used by those over 13 years, (ie: as listed in their Apple ID account):


To set up Apple Cash, seems your son would need to be 18 years old, and live in the U.S..
