Why does it not have this same general tab on my itunes?

I just want to buy an album off of itunes. I really don't want a subscription. My friend got me an apple gift card and I've tried so much to try to get this album. And I even tried what this support page offered, but there is not a syncing option on mine. And If it did sync would I have to pay apple for a monthly subscription in order to listen to this music that my friend bought me? I'm so confused, and upset if itunes is doing this now.
