Mac OS preview is not saving the highlights and underlinings I add to my pdf files

Hi, Mac OS preview is losing the highlights and underlinings I add to my pdf files. I have lost hours of work with that. I read many posts showing it has been a continuous issue for many years. I am using Monterey 12.6, I don't think there is any newer version. Is there any solution other than moving to a different pdf reader software?

Apple likely designed Preview to be used on your local Mac filesystem, or with files stored on iCloud Drive. If Preview cannot autosave your annotation changes under those conditions, then it leads one to suspect permissions on the PDF itself.

Open the PDF in Preview. Press cmd+i to open the Inspector. On that Inspector panel, click its lock icon, and look at the permissions. In the following example from a PDF that I created earlier, the green check marks indicate enabled permissions. Do you have these permissions showing on that PDF that fails to save your annotations?

This is from Preview on Ventura 13.1, though the same panel is available on macOS 12.6 and the currently available version 12.6.2.
