$6.99 is the monthly price of the TV+ subscription service.
It gets you access to Apple Original movies and TV shows not available on the iTunes Store for purchase.
Similar to Netflix, where there is original content made by them, not available anywhere else for purchase.
Anything with the TV+ logo is part of that subscription.
Recently, Apple has been making some commercial movies available for free under the TV+ subscription. Currently there's mission impossible, Bourne Ultimatum, Argo and a few others available for free.
All other content is not included and would need to be purchased separately.
