I am trying to purchase something on a game for $13.99 i currently have $25 on my apple account from a gift card but it wont let me purchase it it says i have to fill out a payment method and takes me to the credit cards

Gift card balance is showing but won’t let me purchase anything. I’m trying to buy a game with gift card balance and it keeps saying I have to verify payment, when I continue, it brings up add payment. Then it says you won’t be charged until make a purchase.
