Storage full

I have 2TB of iCloud why my iPhone tells me I cannot take any more pictures? I am on holiday and very annoying

You might have a great deal of unused space on your iCloud drive but your phone drive is full. They are separate devices.

If you have iCloud Photos active, and if you have not set your phone to optimise the size of your iPhone's photos, you could change this setting to save space. See Manage your photo and video storage.
