AppleTV not signing in on new Samsung TV
Scanned Code and now the screen is just spinning. Got confirmation that new TV was added, but App not working?

Adding the smart TV as a device for AirPlay and HomeKit, is a different action than signing in to the Apple TV app. Sign in to the Apple TV app, through the in-app Settings (sprockets wheel icon) with the Apple ID account that has the subscription(s) or purchases.
