iCloud Settings don‘t work

I recently bought iCloud+ and practically it works fine but if I want to access the Settings for it, there pops up a Window but disappeared again after a second.

After that the Settings look a bit….strange(?) and I have to restart the settings app to even do something again.

Does anyone experienced that and knows a solution? Thanks!
