You can’t directly on an iPad.
This is not possible, directly, on iPads. iPads do not have a WiFi Hotspot feature
You need a smartphone ( iPhone or Android ) to use setup and use their built-in WiFi Hotspot feature.
How to set up a Personal Hotspot on your iPhone or iPad - Apple Support
OR
You need to go to a cellular phone carrier/service an inquire if they have small, portable MiFi personal WiFi box/device that can be purchased to use with your devices to be able to get a mobile WiFi signal device to use with your devices. You may need to purchase a monthly cellular service plan to use one of these mobile Mifi WiFi signal generating devices.
