Delete a Apple account that’s locked out

i locked myself out of account on accident I want to delete the account

You cannot delete an AppleID that you cannot login to. The ability to login to an account you claim is yours is required to prove you have legitimate control of and access to that account. Apple will not delete an AppleID unless you can login to it and in fact they have no mechanism to even request AppleID deletion without first logging into the AppleID you wish deleted.
