Standalone Apple Watch connect

My Apple Watch cellular enabled is not connecting to cell system

when I dial that phone, it does not ring. I just got a message that the voicemail is not connected.

That is how it is supposed to work and they seem to have failed to set it up.

Yes the Watch needs an eSIM service but it should have been set up at the Store if you had one. They can't just make up a number.

Either go back and have them prove it works before you leave,

or

contact your network provider to check you have an eSIM plan to include the Watch, then unpair and erase it including removing the eSIm, then set up again including setting up the cellular service with the details provided.
