locked iPad

hello, i bought a used iPad air on eBay. after factory reset it asks for apple id former owner. the seller does not respond to my emails. purchase and payment invoice i have. is it possible to officially unlock it? thanks in advance!

No; the activation lock is an anti-theft measure. Ask eBay for a refund.
