Paying using iPhone

How do I re-order my payment methods when there is no “move” icon available? I have iPhone and credit card listed as payment methods? but now an iBooks purchase from my iPad is declined using the first payment method which is My iPhone. Frustrating!

How to reorder payment methods on iPhone it is said by Apple that if I want to reorder my payment method on iOS, I should go to Settings-click on name, payment and shipping, then click edit and reorder. When I click EDIT and can only delete, I cannot reorder. I have Apple Pay first then Paypal and I would like Paypal first... Any idea ? Thank you for any useful answers

Change Payment Method on iPad Air 2 running iOS 15.1.3 I'm trying to change my payment method on my iPad Air 2 running iOS 15.1.3. I've gone to Settings>tapped my name>Payment & Shipping, but there's no option to add/delete method. Tapping on my outdated credit card does nothing. The Apple support directions are incorrect in that under Payment & Shipping there's no option to add/delete. Ideas?
