Why is Apple system asked me to buy extra iCloud storage monthly fee while I have 243 GB space in my phone?

There's a difference between phone storage and iCloud storage. My guess is that your iCloud is full which means that your phone isn't being backed up.

You'll need to manage your iCloud space in order to make room or increase your iCloud storage.
