1) I want to restore an iPhone 7 with the backup from an iPhone SE(1st Gen). Both phones have same software versions
2) I want to take the SIM from the iPhone SE and install in the iPhone 7
What is the procedure to do that. Should I restore from the backup first without switching the SIM or doesn't the procedure matter.

The process was easier than I thought.
From the iMac:
1) Restored the iPhone 7 to factory settings and and followed the prompts to install the iPhone SE backup.
2) Shut down iPhone 7
2) Took the SIMM card from the iPhone SE, installed in iPhone 7
4) Started up iPhone 7, completed a few updates, ready to Go!

That's a great question! Since your SIM card doesn't hold any data (only cellular settings) it's only needed when you're ready to activate it for cellular service. The following guides have some great information and steps on transferring the data over, changing the SIM and activating your iPhone:
