Can’t send photos to an android

I am having issues sending photos to a Samsung phone, text messages work, why? I’ve tried everything, updates, shutdown, restart, turn off iMessage, airplane mode, cellular turn back on, will only work if I turn in data roaming??

Sending photos to an Android requires MMS.

MMS is done by your cellular carrier and requires both the following:

Settings > Messages > MMS Messaging = “on”
Permission from your carrier to use MMS on your plan. This may cost extra.
