Apple will not reveal the owner.

Too many bad things can happen that way, not the least of which involve abuse and harassment.

The owner does have the option to display a message, and has chosen not to.

This iPhone will never be useful to you.

Recycle it. Or if found, turn in to the folks administering the location where it was found; to lost-and-found.

An iPhone with Activation Lock set will not be useful.

Apple will not contact the person holding the Activation Lock.

Recycle it.
