Seems you authorise computers rather than devices.
How to: Authorise or deauthorise your computer for iTunes Store purchases – Apple Support
Your Apple ID is the account that you use to access all Apple services and make all of your devices work together seamlessly. After you log in, you can use the App Store, iCloud, iMessage, Apple Music, Apple TV+ and more.
On iPhone:
You may need to first sign in (to your iPhone) with the Apple ID you used for the purchases.
Sign in with your Apple ID - Apple Support
NB: After signing in and while still in settings
you associate your iPhone to your Apple ID in iTunes and App Store
If you reach the limit of associated devices you can use:
Manage the list of devices that can download and play items that you bought with your Apple ID.
View and remove your devices that are associated with Apple ID purchases - Apple Support
