Family Sharing

My question is... How do you sync screen time controls set for a child on the family sharing owner's account with the assigned parent/guardian on the family sharing account?

The problem is, I (the owner, father), set the screen time controls for the child's account but it is not properly syncing with the assigned parent/guardian (adult, mother). When the child asks for more time or to download an app, only I get the request, not both the father and mother.
