Kids Messenger App

I purchased my 8yo son an iPad for Xmas, I am trying to download kids messenger from the App Store so that he can keep in touch with family back home (and myself when I deploy). I receive the parental notification to approve the installation of the app but I then have a blank screen with no other option except cancel on it (screenshot attached). Any help greatly appreciated
