Can't use your Apple ID on this device

I'm trying to pair my new Apple Watch SE with my iPhone and when I get to the step to enter my Apple ID password I get the following error message: Can't use your Apple ID on this device.

I have an iPhone 13 Pro running iOS 16.2.

Any thoughts on what my issue might be?
