iCloud won’t update / merge Contacts from iPhone

I have 600 contacts on my iPhone and only 265 on my iCloud. I’ve been using Macs and iPhones for a long time and have never been able to get the devices to sync contacts. All other apps sync except Contacts. All devices are signed in to the same ID and iCloud account. I have just bought a new iPhone and need to find a way to get the contacts across and iCloud isn’t an option at the moment. tried multiple suggestions I’ve read from forums and nothing works. If anyone has any ideas I’d welcome them. Thanks.

Are you using only iCloud accounts for your contacts, or are you using other online accounts as well? If you are, that may be why the mismatch in numbers. To check, you can go to Settings > Contacts > Accounts. This will give you a list of the accounts being used, and you may have one or two there that aren't iCloud based, which would skew the numbers. Check that, and if there is only one account listed there, let us know.
