The behavior you're describing is expected. While you can sync contacts from multiples accounts at the same time, you can only sync to one account at a time.


If you're wanting to migrate contacts from your email accounts over to iCloud, they'll need to be exported from the accounts they're syncing from, then imported to iCloud. The steps to export those contacts will vary depending on the type of the account they're syncing from, but they will need to be in vCard format. You'll want to check your email service provider's support site for those steps.


Once they've been exported from these accounts, you can import them to the iCloud website using the steps in Import or export a vCard in Contacts on iCloud.com.


"Import a vCard

If the vCard contains contact information for more than one person, each contact becomes a separate entry.

  1. In Contacts on iCloud.com, click the Show Actions Menu pop-up button in the sidebar, then choose Import vCard.
  2. Select a vCard to import.
  3. Contacts from imported vCards are added to the All Contacts group. You can add contacts to any other group by dragging them. See Create and manage groups of contacts on iCloud.com."


To ensure that future contacts you add to your device are syncing with iCloud, you'll want to ensure that the default account for Contacts is set to iCloud. Manage and delete contacts on your iPhone or iPad covers those steps.


"Choose a default account to add new contacts

If you set up multiple accounts in the Contacts app, you can choose a default account to add new contacts to:

  1. Go to Settings > Contacts > Default Account.
  2. Choose an account."

These steps will help move your contacts from other sources to iCloud: Set up iCloud for Contacts on all your devices - Apple Support


Set up iCloud for Contacts on your iPhone, iPad, or iPod touch

1. On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud.
2. Do one of the following:
• iOS 16, iPadOS 16, or later: Tap Show All, then turn on Contacts.
• iOS 15, iPadOS 15, or earlier: Turn on Contacts.
3. To view contacts stored in iCloud, open the Contacts app, then do one of the following:
If you have more than one source of contacts: Tap Groups. Below iCloud, select All Contacts or another group.
If you don’t have multiple contacts sources: All the contacts you see are stored in iCloud.
