I’m having problems trying to reset an iPad Apple ID password.
My dads iPad is locked and it want let us change his Apple ID password.

Since you say the iPad is locked then I suspect you mean passcode and not password. If you forgot the passcode on your iPad, or your iPad is disabled, read the directions in this document about what to do --> If you forgot your iPad passcode - Apple Support
