I tried to connect an apple refurb se 1gen watch to an iphone 7with IOS15- minimum is supposed to be iphone 6s but it wouldn't pair. I did manage to pair it iphone 8 but the watch upgraded to watch OS9 . What do I need to do to pair it with the iphone 7 correctly ?

you can't, watchos9 requires the iphone to be ios16, if you had not upgraded it to watchOS9 then you would have been able to use it with the iphone7 but now that option is gone

Watch is currently under repair at Apple to reset OS back to OS8 and try again to connect to iphone 7 they have accepted it "should have" paired first time ... will keep you posted

yup you are right now the watch has OS9 but I did try to pair it before that upgrade and it didn’t work. Now I guess I will have to restore it to OS8 and try again but not sure why it didn’t work first time around?
