localized intermittent issues are not marked as 'yellow' warning

FWIW, if there is no stop-n-go or slow traffic conditions in the area you are viewing then there is nothing to show.

Just looking at Google Maps it appears they have more and different criteria. I do see traffic conditions in Apple Maps however.
