I cannot play Apple TV plus downloads when I leave a WiFi network. The whole point of downloading is to play when offline!

To start, has the content been downloaded for more than 30 days? If so, this would explain why the content will not play. 

For most Apple TV channels, downloads are available for up to 30 days before they expires.

If the content was downloaded less than 30 days ago, we would like to gather some details about the issue to determine what might be going on.

1. Do you get an error message when trying to play the downloaded content?
2. Are you still connected to cellular data?

To look into this further, we're going to recommend that you contact Apple Support. They can help look into this in greater detail, particularly since other apps work this indicates the concern is within the Apple TV app.
