Verify identity with credit cards information? account recovery

How can I account recovery don’t know password and changed phone number the email was an iCloud email no longer have access to but the account has my picture on it I have id and my credit card info was on it can I verify with that and recover my account

iCloud locked Getting right to it. old iPhone XS Max old icloud account. Don’t know password didn’t even remember password to get into phone. is there anyway I can get verified to get into this account. I used my government name as the account email and I have my id to match. icloud.com says to enter one of the passwords from phones I had years ago. Or enter my debit card information. I don’t know the passwords and I don’t have that bank anymore. So I called the bank and they were able to give me the card number and expiration but not the cvv number. now I usually just say oh well it was on me forget it but I really want my stuff off this old account and hopefully there’s a way to get it. This has been a few months long process and I’ve just about given up on Apple. I know it’s not their fault but what happens when people get into accidents and can’t remember any thing and wants in to their accounts. Kind of should be a way to send in documents verifying identity. Besides knowing an old debit card number.

My Apple ID I can’t sign in because I can’t remember my old number How ever I have the card I use for purchases and the email

I have never needed to use it so I don't know what requirements they have other than apparently that you use two factor authentication.
