Why can't I use cycle tracking? Is it because my Apple Watch is managed by my mother? Or because I'm under 18?

Cycle tracking is available on your watch model:

However, it is not available if the watch is managed by someone else’s phone.
Cycle tracking is only available on the Apple Watch series 8, not on the Apple Watch SE

Unfortunately, it’s really almost impossible for us, your fellow users, to answer “why” Apple does or doesn’t do something. However, I’d guess it’s a privacy issue. But, just my guess.
