I'm trying to restore a 3rd Gen AppleTv but with iTunes 12.8.3.1 when I connect the Apple TV to my iMac running High Sierra 10.13.6 I cannot see it in iTunes. The AppleTV Box is stuck on the Apple logo when connected to my TV, and when connected to the iMac with only USB cable white led flashes slowly. When I connect the power and the AppleTV is connected to iMac the led flashes quickly.

You need to make sure the micro USB cable is capable of data transfer, and if it was originally funded with another device then it may only be capable of working with that. You also need to follow the steps (unplug power, HDMI, connect micro usb, reconnect power)
If the issue persists or the restore is unsuccessful then it can indicate a deeper issue and there wouldn't be much you could do unfortunately.
