The screen time on my sons' iPads resets automatically a few times per week. The same with the restrictions on the apps that I set. I saw this question was posted before, but no solution was offered online.
This problem started since I changed my iPhone from X to 14. The password is secured.

These steps may help to get Screen Time set up and working as expected:
You mention the passcode is secure for the settings. To completely rule it out, we recommend changing it to something completely different to double-check.

I have this same issue. I manage screen time on my children’s iPads (iPad 7th gen and iPad Air 4th gen) from my phone (iPhone 13 Pro). All devices have the most recent updates. I’ve noticed in the past week or so that the kids’ app limits kept resetting to no app time limitations. As I create a new limit, I would watch it disappear moments after I finished setting it up. I tried turning screen time off and back on from my phone, but now I cannot even set up screen time again from my phone. I can set it up locally on my kids’ iPads, but I have to enter the onscreen passcode on their devices, I can’t approve remotely and if I look at screen time from my phone it does not think it is actually set up on the kids iPads. Definitely a bug with most recent iOS updates. Please fix!

Thank you. I have updated all Apple devices to 16.2 today and reset the screen time. The screen time settings have been in place for a few hours now. I will check tomorrow to see if they are still in place.
I’ve been having the same problem on all three of my kids devices for at least the last year off and on! I know for certain that I have set them up correctly, they do not know the screen time password, and all devices are updated and it still continues to happen. I also have screen recordings of me setting it up and you can watch it reset on its own. I’ve posted in the discussion thread, so many times, and nobody has anything helpful to fix it. I’ve reached a point where we’re going to have to get a 3rd-party service so my kids devices can be kept safe. Apple needs to fix this bug asap!!!

The problem reappeared. It reset the parental control settings for my kids iPads. There is an issue with the software. This is an important feature for protecting our children. I hope it gets fixed fast.
